- Establish, maintain, and regularly update compliance frameworks and internal policies to ensure adherence with applicable digital asset, fintech, and financial services regulations in Senegal.
- Monitor and assess compliance risks related to stablecoin transactions, blockchain operations, and digital payment infrastructure services specific to Senegal.
- Support Customer Due Diligence (CDD) and Enhanced Due Diligence (EDD) undertaken by the Client Risk & Due Diligence (CRDD) team on customers in accordance with Senegalese AML/CFT/CPF laws and digital asset regulatory guidelines, including source of funds and UBO verification.
- Manage Suspicious Transaction Reports (STRs) and Suspicious Activity Reports (SARs), including Déclarations d'Opérations Suspectes (DOS) filed with CENTIF, and analyze complex transactions, irregular blockchain activities, and potential money laundering indicators specific to digital asset transactions.
- Liaise with Senegalese regulatory authorities (including the BCEAO and the WAEMU Banking Commission), law enforcement and judicial bodies (including the Pool Judiciaire Financier, the Police Nationale, and the Gendarmerie Nationale), and the national Financial Intelligence Unit (CENTIF) on compliance and AML matters.
- Handle and respond to requests from Senegalese regulatory authorities, law enforcement agencies, CENTIF, and the BCEAO in accordance with regulatory timelines.
- Stay abreast of regulatory developments, policy changes, and industry best practices in digital asset regulation, stablecoin licensing, and evolving AML/CFT/CPF requirements in Senegal and the WAEMU zone.
- Conduct ongoing compliance and risk assessments of Yellow Card's operations, transaction monitoring systems, and digital asset handling procedures in Senegal.
- Design, implement, and maintain transaction monitoring systems and controls to detect and report suspicious patterns in stablecoin transactions and digital payment flows.
- Represent Yellow Card in regulatory meetings, technical stakeholder forums, and industry compliance initiatives in Senegal.
- Develop and deliver mandatory AML/CFT/CPF, KYC, and digital asset compliance training to all staff, ensuring adequate knowledge of Senegalese regulatory obligations and company policies.
- Prepare comprehensive compliance documentation, including Suspicious Activity Reports, regulatory returns, and compliance certifications as required by CENTIF, the BCEAO, and other Senegalese national and WAEMU supranational authorities.
- Report to the Senior AML Compliance Officer, West, Central & East Africa on a weekly basis, with quarterly regulatory reports to relevant Senegalese authorities as required by those authorities.
- Conduct periodic compliance audits, control testing, and prepare audit reports for internal and external auditors.
- Perform any additional tasks related to compliance, risk management, and regulatory matters as assigned by the Senior AML Compliance Officer, West, Central & East Africa.
