Description

The Department of Homeland Security requires strategic and tactical mission services in order to enable the various IT divisions to fulfill IT’s mission and vision. DHS IT provides enterprise-wide applications and systems to its customers to drive efficient and effective mission solutions and accomplishments.

• Provide strategy and assistance for project management for all IT divisions.

• Strategy and Assistance to assist multiple IT divisions, including senior leadership and lower organizational elements, with their various administrative, strategic communications, and engagement missions.

• Strategy shall support and enable the management of project cost, schedule, and scope to ensure the objectives of projects are met. Advise and enable the adaption and application of Project Management Industry Best Practice Standards to provide streamlined project oversight.

• Provide status reports for ongoing projects and related documentation efforts to assist in keeping stakeholders informed of progress.

• Conduct technical and operational analysis across all phases of project activities for IT efforts.

• Provide technical and business program management strategy for activities related to programs and associated activities, including support for acquisitions, financial management, contract management, operations, and business process management.

Minimum Requirements:

• 8+ years of demonstrated knowledge and experience.

• BS/BA required.

• DHS experience preferred.

Responsibilities:

• Strategy and Assistance to enable multiple IT divisions, including senior leadership and significant program elements, with administrative and strategic communications and outreach.

• Strategic communications planning for effective communication of IT executive vision and mission.

• Provide overarching strategy guidance and associated execution support for various engagements, meetings, and events.

• Provide analysis and subject matter expertise for the establishment and operations of an effective IT PMO.

• Provide strategy in the establishment of Program and Project Management best practices by helping to establish procedures/methods/documents/etc. for use by IT personnel that will serve to enhance the users’ experience with program management activities and improve the products related to their efforts.

• Conduct analysis and provide expertise in establishing a mechanism for monitoring and reporting of overall status and consistency of processes for IT programs, projects, and initiatives.

• Provide expert strategy to continue conducting and documenting broad-based analyses, facilitation support, and assessment of various IT initiatives to support ongoing strategic organizational planning and development.

• Provide guidance and expertise in assisting the CIO in meeting obligations for IT investments under the Federal IT Acquisition Reform Act (FITARA).
